　　2001年4月28日晚，衡州市公安局主管刑侦的副局长徐国庆接到报案：21时50分，家住永安区范光胡同的某经贸公司总经理吴天在家门口被人枪击，当场死亡。　　徐国庆立即与永安分局主管刑侦的副局长宋杰赶到现场，技术勘查正在紧张进行。据目击者反映：吴天是被从一辆白色丰田面包车上下来的两个青年男性持猎枪射杀。徐国庆当即部署警力对市内及衡州所辖各县市交通要道紧急布控。　　初步调查证实：死者吴天除了做一些贸易之外，还承包了一个酒店和一个歌舞厅，社会交往广泛，且生活作风随便，背景极为复杂。　　吴天被人以如此残忍的手法枪杀于自家门口，犯罪分子应当是在事前经过严密计划的。从事刑侦工作二十余年的徐国庆敏锐地预感到，此案可能有较深的社会背景。在徐国庆的主持下，第一次案情分析会召开。大家认为，吴天一案很可能是报复杀人。徐国庆决定，立即成立由他亲任组长的专案组，调查从和吴天有交往的女人、吴天的生意和社会背景、现场出现的那辆白色丰田面包车三方面入手。同时要求调查工作务必细密，绝不放过任何蛛丝马迹。
